Job Title: Security and Logistics Assistant
Location: Michika, Adamawa
Employment Type: Full-time

Job Summary

  • Nuru Nigeria requires a Security and Logistics Assistant to provide logistical and security support to the project activities in the North East of Nigeria. This job description outlines only the general scope of activities and the basic tasks and responsibilities associated with this position. It may be supplemented with a more detailed definition of tasks and responsibilities and is subject to change at the discretion of the employee’s immediate supervisor.

Job Responsibilities
Reporting and Supervision:

  • The Security and Logistics Assistant will report to the Deputy Programs Director.

Logistics Responsibilities:

  • Manage local office transportation and ensure vehicles qualities and maintenance are up to standards.
  • Ensure that drivers fill in the log sheets accurately on daily basis
  • Secure and coordinate supply routes, vehicles and the transportation of all program goods and supplies including agricultural inputs to the farmers.
  • Ensure all vehicles are serviceable, with full breakdown and emergency equipment

Security and Safety Responsibilities:

  • Assist in developing comprehensive risk assessments leading to the creation of effective security plans, educate colleagues on the security plans and ensure compliance; Map security incidents and understand patterns and threats; facilitate the development of country and situation specific, coordinate evacuation plans.
  • Develop and maintain contacts with National law enforcement agencies, where appropriate; be fully current on regional and country political issues and developments that impact NGOs operations and safety.
  • At the Field Office, manage the local guard force, ensuring they provide effective access control and asset protection.
  • Ensure the maintenance and efficiency of all necessary and specific internal and external communication systems: telecom, VSAT, VHF and HF radio, if available.
  • Ensure that field communication needs are met and that staff are trained on the use of radios and other communication equipment as necessary.
  • Ensure adherence to safety measurements by all field team
  • Support in providing guidance and training on safety issues relates to driving and road safety, and safe work environment.
  • Track Nuru teams as they travel between locations and activities
  • Ensure that all travelling team/employee receives security clearance before their trip.
  • Ensure the passage of security information and alerts to the management and staff
  • Conduct rotating field visits to each Nuru Nigeria field locations, if security conditions allow, to assess, update and improve all security procedures and systems.
  • Support and assist in providing staff training on safety and security in a proactive and positive manner that promotes inclusion, participation, and leadership among the Nuru Nigeira teams.
  • Assist in Nuru Nigeria Emergency Response strategic planning and in the event of any emergency alert, advice and direct accordingly.
  • Gather security information from a variety of sources
  • Maintain regular dialogue with the local security network of Hunters and POCs within the area.
  • Perform any other tasks assigned by the Supervisor

Job Requirements

  • Completion of degree/diploma certificate with additional training on logistics and safety and security.
  • Substantial field experience in both logistics and security will be additional requirement.
  • Minimum two (2) years’ experience in similar (NGO field preferred).
  • Knowledge of the political situation in Nigeria.
  • Highly organsied and self-motivated.
  • Ability to work under high pressure and prioritise tasks.
  • Most have a valid driving license and skills in safe driving.
  • Must have basic first-aid training.
  • Must have knowledge of local / cultural issues.
  • Excellent IT skills, in particular Word, Excel and email is a must.
  • Demonstrated knowledge of USAID, GIZ and other standard INGO security frameworks and requirements.
  • Fluency in English, Kanuri, – written and verbal; Fulfulde will be an added advantage.

Terms and Conditions:

  • The appointment will be for a one year, renewable based on funding and performance.

Position Summary

  • Nuru Nigeria is seeking a Grant Compliance Officer (GCO) to provide both administrative and technical guidance and support on grants and compliance. S/he will develop strategies and approaches that will enable Nuru to effectively comply with various donor requirements.
  • S/he will support the development and writing of successful funding proposals and budgets. This will involve supporting proposal development teams across the organization, working with technical, management and finance leads on strategy; and ensuring that log frames, budgets and narrative text are developed, reviewed, and edited per donor requirements. S/he will also provide mentoring and guidance for sub-awardees when applicable.

Reporting and Supervision:

  • The Grants Compliance Officer will report to the Executive Director.

Job Responsibilities

  • Ensure compliance with donor rules and regulations and legal and regulatory requirements governing the awards.
  • Serve as the activity’s compliance Officer to ensure program and sub-awardees adherence to all applicable regulations, and award terms and conditions, overall compliance in the activity implementation from the development of work plans and budgets, reporting, sub granting, and budget administration.
  • Provide overall technical support in the management of sub-grants, facilitates training in program and grant management to sub-grantees, supports sub-partners on sub-grant management and assists in reviewing sub-grant agreements.
  • Report to the Executive Director on the progress, compliance matters, areas for improvement, significant deviations from programmatic objectives or policies.
  • To support the Executive Director, to ensure accuracy of all financial reports related to the all programs.
  • Develop and embed best practices to comply with donor financial rules, supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking, monitoring and providing management information on key risks, contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.
  • Guide/coach the program and finance teams and support the team in implementing consistent and effective practices and procedures. Ensure prescribed policies, procedures, and schedules are followed.

Job Requirements

  • Requires a Bachelor’s degree in any of the following social sciences Accounting, Finance, Auditing, Economics to apply a working knowledge of the theories and principles in a specialized field or work discipline OR related field experience in administering rural livelihoods and poverty alleviation programs in West Africa, with a preference for North East of Nigeria experience.
  • A minimum of 3 years’ experience in the NGO sector in internal audit, grants and compliance management positions including experience in award and sub-award management, administration, support budgeting, support proposal writing implementation and oversight.
  • Working knowledge of pertinent regulations including the Federal Acquisition Regulations and knowledge of USAID Assistance and Acquisition rules and regulations.
  • Demonstrated experience analysing financial documents and processes, interpreting contractual requirements and grants, operating instructions, policies, and procedure manuals.
  • In-depth understanding and experience of working with proposals and contracts from institutional experience of a complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures.

    Excellent oral and written communications skills in English.
