Job Title: Programme Advisor

Location: Abuja

Job Profile

  • The Programme Advisor will directly oversee the activities of the Access to health and manages the clinical service unit of SFH.
  • He/She will directly lead the state-level activities in several states and with the state coordinators, coordinate the clinic/PHC activities from the HQ.
  • He/She will directly interface with all participating state Health insurance commissions and represent SFH in all Health Finance activities. The programme advisor will ensure the unit is viable and sustainable financially over time.

Job Role
The successful candidates will perform the following functions:

  • Lead the SFH Access to Health Initiative in all participating states and at the national level.
  • Coordinate the SFH clinical service unit.
  • Lead in all SFH Universal Health/health financing initiative.
  • Ensure long-term program strategy development and delivery in all SFH program areas ( Family Planning, Maternal and Child Health, HIV/AIDS and other non-communicable diseases) in the PHCs;
  • Provides leadership and oversight for designing, planning, marketing, promotion, delivery, and monitoring and evaluation of all programs, products and services and ensures program/project integration.
  • Ensure the Access to Health initiative is self-sustaining and sustainable in the long run.

Qualifications / Experience

  • A minimum of MBBS degree and Masters in Public Health, Health Management, Health Financing or MBA
  • A minimum of five (5) years’ experience with progressively increasing responsibility designing, implementing, managing, and leading PHCs or Hospitals.
  • Previous working experience in HMO/Hospital Management will be of added advantage
  • Demonstrate ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders including government functionaries
  • Demonstrate ability to manage team performance

The consultant will provide Technical support to the Lafiya Project for family planning to support the project management and compliance of the Lafiya Project in SFH and support the quality of the technical activities especially to the delivery of the log frame deliverables of the Project.

Job Role
The successful candidate will perform the following functions:

Project Management:

  • To support the development and implementation of annual work plans and budgets, ensuring FCDO and project priorities are addressed, and contract/budget compliance is achieved.
  • To support the timely implementation of work plans and budgets according to the proposed annual work plans.
  • Monitor and support the implementation of work plan and budgets, support reviews of progress, formation, and implementation of action plans.
  • Support the tracking, reviewing of project M&E plan and accomplishment of project deliverables.
  • Support and coordinate the project reporting to Project Lead as required by the work plan.
  • Give support to Project finance team and contract compliance including; procurement procedures, training and monitoring in Statutory FP compliance.
  • Support the coordination of technical support consultants to the project.

Technical Support:

  • Capacity building of community-based organisation’s and other local organizations to provide high-quality FP and other health services.
  • Development of effective partnerships in-country to strengthen health service delivery networks.
  • Work with strategic partners to oversee and implement multi-country, comprehensive FP/reproductive health (RH) projects in partnership with other global and local partners.
  • Work closely with senior-level project staff, to conceptualize, design and implement regional and in-country capacity building plans.
  • Development and dissemination of innovations, tools, and approaches for delivering FP services to poor, marginalized and underserved groups, including young people.
  • Strengthening of SFH organizational systems for delivering FP.
  • Draft and review a range of technical reports e.g. project reviews, reports to the project team as required.
  • Support the development and implementation of annual technical work plans and budgets, ensuring donor and project priorities are addressed and contract/budget compliance is achieved.

Qualifications / Experience

  • Minimum of a Master’s degree in Public Health or a related field
  • Minimum 10-years’ experience in FP/RH programming.
  • Extensive experience in writing reports and project documents.
  • Experience in preparing concept notes and Terms of Reference.
  • Experience engaging with local officials and local community.
  • Experience of development in insecure settings.
  • Working experience with international and local organisation.

Skills and competencies:

  • Develop a thorough understanding of business processes in scope for assigned audits and document the processes in flowcharts and/or process narratives. Identify and document inherent risks and controls within the business processes.
  • Develop a risk-based test plan by selecting appropriate audit approach, test procedures and sampling criteria based on professional judgment and departmentally defined internal audit methodology.
  • Perform audit tests and prepare working papers in accordance with professional IIA (Institute of Internal Audit) standards.
  • Evaluate the adequacy of process design and the effectiveness of controls in meeting business and control objectives. Identify and document control and process weaknesses and provide evidential support for findings.
  • Propose practical and value-added recommendations to address control weaknesses and/or process inefficiencies.

  • Participate in closing meetings at the end of fieldwork, providing clear explanations for identified issues.
  • Assist in the preparation of a concise and informative audit report to effectively communicate the findings and recommendations.
  • Assists the Manager, Award and Compliance in the development of the annual Internal Audit plan
  • Supports the Manager, Award and Compliance in the development and implementation of the evolving audit methodology.
  • Contributes to the safeguarding of corporate assets by ensuring that appropriate internal controls are in place and operating effectively.
  • Conduct investigations of suspected internal fraud.

Qualifications / Experience

  • Must possess a first degree in accounting or finance-related field of study.
  • Must also possess a recognized professional accounting qualification.
  • Must possess a minimum of four (4) years post-NYSC experience.
  • Demonstrate sound knowledge of accounting and audit procedures.
  • Must have very good knowledge of the current financial and corporate governance regulatory environments.
  • Previous working experience from a recognized audit firm will be an added advantage.
  • Demonstrate sound knowledge of accounting and audit procedures.
  • Knowledge of USAID financial guidelines and cost principles
